IMPACT – Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT’s main areas of intervention are capacity building, research, peacebuilding, and diaspora engagement.

Job purpose:

The Finance and Compliance Manager will be responsible for overseeing all financial and compliance-related activities for a proposed three-year USG funded program supporting civil society in Syria. The successful candidate will have extensive experience in financial management and compliance, as well as a strong understanding of USG regulations and policies. The Finance and Compliance Manager will work closely with program staff and grantees to ensure compliance with all financial and grant requirements.

Job duties include:

  • Ensure compliance with USG rules and regulations, and oversee financial management of the program, including preparation of regular financial reports and other program documents.
  • Develop and implement financial policies and procedures to ensure effective and efficient use of program funds and provide training and technical assistance to local partners on financial management and compliance.
  • Manage the program’s budget and ensure the effective monitoring and tracking of program expenditures.
  • Review and approve financial transactions, including procurement requests, and ensure that all expenditures are properly authorized, recorded, and reported.
  • Develop and maintain effective relationships with local banks and financial institutions and oversee the management of program bank accounts.
  • Ensure compliance with program reporting requirements, including timely submission of financial reports and other program documents.
  • Coordinate closely with other members of the program team to ensure the effective and efficient implementation of program activities.
  • Plan and implement effective and transparent systems for financial operations in accordance with the IMPACT Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, and compliance.
  • Develop (and keep up to date) fiscal year budgets with the SMT and develop and implement grant budgeting and forecasting systems with Program Managers/Director.
  • Ensure effective, transparent use of financial resources in compliance with IMPACT and donor policies and procedures.
  • Ensure that IMPACT financial systems are robust, compliant and support current activities and future growth.
  • Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of IMPACT projects.
  • Supervised submission of monthly standard accounting submissions to IMPACT SMT including general files, account reconciliations, expenditures by cost project, required sub-grantee reporting, as well as other financial information in a timely and accurate manner.
  • Provide weekly management reports to the ED including expenditures by cost project, reporting and other financial information, in a timely and accurate manner.
  • Ensure review of financial reporting and compliance. Provide additional technical assistance to the team as necessary to maintain high standards of compliance.
  • Assist internal and external audits and reviews as required to ensure compliance with IMPACT and donor requirements.

  • Provide training of non-finance staff on financial management and processes (budgets, coding, planning, etc.),
  • Prior experience in audit coordination, active engagement with auditors, responding to audit notes and management letters. Experience in USG audit requirements such as ADS591, single audit preferred.

Team Management

  • Lead and develop finance teams in the main office and field offices and build the capacity of team members.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
  • Take ultimate responsibility for the performance of finance team members.

Requirements:

  • At least 8  years of progressive financial management and grants management experience in USG grants financial management.
  • BA/S or equivalent in accounting or finance is required. MA degree is preferred. Having a CPA, CMA, or CIA is an advantage.
  • Strong knowledge of USG rules and regulations and experience in compliance management.
  • Strong experience in US GAAP and USG legal requirements.
  • Demonstrated experience and skill with budget preparation and analysis, audit and single audit,  financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Strong accounting skills and experience
  • Advanced computer skills in MS Office programs, particularly Excel and other accounting programmes e.g. QuickBooks
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English skills required.
