General Description of the Organization:

IMPACT – Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT’s main areas of intervention are capacity building, research, peacebuilding, and diaspora engagement.

Job purpose:

The Operations Manager will be responsible for overseeing all operational aspects of a, three-year USG funded program (currently under negotiation) supporting civil society. The successful candidate will have experience in project management, financial management, procurement, human resources, and administration. The Operations Manager will work closely with program staff, grantees, and partners to ensure that program activities are implemented efficiently, effectively, and in compliance with USG regulations and policies.

Duties, objectives and competencies:

  1. Oversee logistics and procurement, including procurement of goods and services in compliance with USG regulations, and support the development of procurement plans.
  2. Ensure compliance with program and USG policies and procedures, and support the development and implementation of operational policies and procedures.
  3. Manage the program’s inventory, including the tracking of program assets and the maintenance of inventory records.
  4. Manage relationships with program specific vendors and service providers, including negotiation of contracts, development of scopes of work, and ensuring the quality of services delivered
  5. Provide oversight and support to all administrative functions, including travel, logistics, and office management.
  6. Payroll requests submission and verification in coordination with the legal tax advisor.
  7. Regularly submit staff and office costs in the internal budget control software.
  8. Ensure the quality and consistency of HR and procurement documentation such as contracts, tenders, timesheet, etc.
  9. Manage the office spaces and the procurement of equipment and supplies.
  10. Manage the visa application process and communicate with the legal advisor and official departments.

Requirements:

  • Bachelor’s degree in business administration, operations management, or a related field.
  • Minimum of three years of experience in program operations and management, preferably in the context of USG-funded international development programs.
  • Strong knowledge of USG rules and regulations and experience in compliance management.
  • Experience in logistics and procurement, and working with vendors and service providers.
  • Excellent communication and interpersonal skills, with a demonstrated ability to build effective relationships with diverse stakeholders.-
  • Fluency in English is required, and proficiency in Arabic is strongly preferred.
