General Description of the Organization:

IMPACT – Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT’s main areas of intervention are capacity building, research, peacebuilding, and diaspora engagement.

Background:

The USG-funded Syrian Civil Society Program aims to support the development and strengthening of civil society organizations in Syria, particularly those working seeking to protect civic space, promote social cohesion, and advance local authority accountability. The program will support the capacity-building of these organizations and provide technical assistance to enable them to effectively engage in advocacy and service provision.

Job purpose:

The Program Development Manager (PDM) will be responsible for overseeing the effective and efficient implementation of program activities. Managing and overseeing the main activities of the project, the grants distribution and capacity development, making sure the timeline of activities is followed and reports are submitted on-time and of a good quality. In addition, the PDM will have a supervisory role, overseeing theProgram Development Officers (PDOs) in their work with subgrantees and civil society partners.

Responsibilities:

  1. Lead the development and implementation of program activities, ensuring they are relevant, feasible, and aligned with program objectives.
  2. Oversee work with local partners to ensure their effective engagement in program activities, and provide technical assistance as needed.
  3. Manage and supervise a team of Program Development Officers, providing mentoring, coaching, and capacity-building support to ensure effective delivery of program activities.
  4. Oversee the development and implementation of communication and outreach strategies to raise awareness of program activities and achievements and promote stakeholder engagement.
  5. Ensure compliance with USG rules and regulations, , including preparation of regular reports and other program documents.
  6. Coordinate closely with other members of the program team to ensure the effective and efficient implementation of program activities.
  7. Collaborate with the monitoring and evaluation team to help facilitate regular data collection and analysis, track program progress, and ensure accountability.
  8. Participate in management meetings with funding authority to communicate programmatic updates.
  9. Develop and maintain grants management tools, such as funding trackers, reporting calendars, templates, and compliance guideline documents..

Requirements:

  1. Advanced degree in international development, political science, or a related field.
  2. Minimum of seven years of experience in complex international development programs, preferably in conflict-affected environments.
  3. In-depth knowledge of the Syrian context, including political, social, and economic dynamics, as well as familiarity with relevant USG policies and regulations.
  4. Experience in capacity-building, technical assistance, and working with civil society organizations.
  5. Fluency in English is required, and proficiency in Arabic is strongly preferred.
  6. Excellent communication and interpersonal skills, with a demonstrated ability to build effective relationships with diverse stakeholders.
  7. Strong leadership and management skills, with a proven track record of leading successful teams and delivering high-quality programs on time and within budget.
