Why You Should Apply:

As a Grants Compliance Officer, you will play an instrumental role in managing and ensuring compliance with sub-grant requirements for a USG-funded program with an annual budget of $4 million. The program is geared towards reinforcing the civil society sector in Syria. You will be a crucial part of the team, overseeing financial and reporting commitments and ensuring conformity with USG rules and regulations.

Key Responsibilities:

Program

  • Support the Finance and Compliance Manager in ensuring compliance with USG rules and regulations, and assist in the financial management of the program, including preparation of regular financial reports and other program documents.
  • Work with the finance team on costs allocations including salaries, activities, and shared costs.
  • Follow up with the logistics team on travel arrangements and manage the bookings.
  • Assist in the development and implementation of financial policies and procedures to ensure effective and efficient use of program funds and provide training and technical assistance to local partners on financial management and compliance.
  • Assist in the management of the program’s budget and support the effective monitoring and tracking of program expenditures.

Grantee

  • Assist in compliance with program reporting requirements, including timely submission of financial reports and other program documents.
  • Support on developing budgets and reviewing financial report with grantees.
  • Follow up on grantees’ payments and other transfers to the field.
  • Follow up on program purchases requests and other logistics matters.
  • Review and verify grantees financial transactions, including procurement requests, and ensure that all expenditures are properly authorized, recorded, and reported.
  • Coordinate closely with other members of the program team regarding grantee budget development and other financial matters.
  • Review and approve financial reports by grantees in coordination with Program Development Officers.
  • Coach grantees on best practices in developing the budget and USG regulation compliance.
  • Oversee field officer site visits to grantees to ensure financial compliance.

Qualifications We Are Looking For:

  • Minimum of three years of progressive experience in financial and grants management within a leading NGO or business environment.
  • Bachelor’s degree or equivalent in accounting, finance, or a related field; Master’s degree preferred.
  • Proficient knowledge of U.S. Government (USG) rules and regulations, with a strong background in compliance management.
  • Proven expertise in budget preparation and analysis, financial reporting, and the ability to convert complex financial data into clear and informative reports.
  • Advanced proficiency in Microsoft Office applications, especially Excel, and familiarity with accounting software such as QuickBooks.
  • Exceptional organizational abilities.
  • Excellent oral and written communication skills in English.
